The chemical used for evaluating kidney function is creatinine, not creatine. The level of creatinine in blood serum should be around 1.0 mg/dl. The creatinine level of randomly collected urine sample is not dependable because of variation in water intake. 

However, if all the urine samples are collected in a 24 hours period, that creatinine value can be useful in evaluating kidney function.
